County Executive - New Castle County

We look forward to having County Executive Marcus Henry join us to speak to you about the status of the New Castle County reassessments, especially as it pertains to commercial (non-residential) split school taxes, the appeals process, what the County is doing to assist you, and more. He will address your questions as well.

BACKGROUND: Marcus Henry
New Castle County Executive Marcus Henry was officially sworn into office on January 7, 2025. He became the 13th New Castle County Executive and 12th individual to serve in the position after succeeding Matt Meyer. He is also the first person of color to serve as New Castle County Executive since the position was created in 1966.
Before he was elected, Henry served in leadership under the previous three County Executives. In the Matt Meyer administration, Henry served as the General Manager of the Department of Community Services from 2017 to 2021. Henry served as Economic Development and Policy Director from 2013 to 2017 under County Executive Tom Gordon. From 2011 to 2013 Henry was also the General Manager of the Department of Community Services under County Executive Paul Clark.
Henry is the son of Margaret Rose Henry, who served in the Delaware State Senate from 1994-2019, 2017-19 as Majority Leader. He was born in Wilmington in 1970 and graduated from St. Mark’s High School in 1989. He earned his Bachelor of Arts in Journalism and Economics from Howard University in 1996 and his Master of Public Administration from the University of Delaware in 2001.
